Revised CARMA Correlator Design Considerations

This document discusses the high-level digital hardware design issues for the
next-generation CARMA correlator that directly impact science return value.
As prototyping of the revised hardware is in its initial phase, we consider
only the most fundamental, design-neutral trade-offs. Our intent is to introduce
and promote awareness of these design options, not (at this time) to provide a 
definitive list of actionable alternatives.
